Community Service Organization Designation

The City of Orillia recognizes that Community Service Organizations (CSO's) provide recreational, culture, leisure or community services to Orillia residents on a volunteer, not-for-profit basis. The City encourages these active living, social and special interest activities that enhance the well-being, health and qualify of life to residents. 

To support CSO's within the City of Orillia, the City will provide subsidized rental rate to qualifying CSO's at designated recreation and culture facilities in accordance with Policy 7.3.9.1. - Community Service Organizations. 

In order to qualify as a CSO within the City of Orillia, CSO's must complete the following form and meet the following eligibility requirements:

  • have a membership open to all City of Orillia residents that does not exclude participation on the grounds of race, religion, or political affiliation and abide by the Human Rights Code; 
  • have a minimum of 75% residents, except minor sport groups (aged 19 and under).
  • be a not-for-profit, volunteer based and run by an elected and volunteer board of directors; and
  • demonstrate they exist for the benefit of Orillia Residents, and to enhance existing services. 

CSO's are entitled to the following benefits:

  • recreation facility allocation priority according to the Category of User as outlined in Policy 7.2.3.2. - Facility Allocation; 
  • subsidized rates for eligible facilities. Adult CSO's are not eligible for subsidized sport facility rentals, but are entitled to subsidized rental rates for specific meeting rooms; 
  • Contact information and website information posted on the City of Orillia website and/or in the City's Recreation Guide; and, 
  • one (1) free meeting room booking per month, as designated meeting room spaces. 

As a potential CSO, please complete the following form, providing all necessary documentation. Applications will be reviewed by staff and the applicant will be notified via email if their CSO application is approved or denied, typically within 10-15 business days.
